Background and Rationale

In 2016 SCiNWB launched the project Enhancing Social Inclusion - Equity and Quality of Education to Support Thriving of Children in NWB, with its specific Outcome 2 component that targets strengthening inclusion of children with disabilities in regular education. As part of the Project, SCiNWB supported the development of the Strategy for Inclusion of Children with Disabilities in Education with 7-year Action Plan in Tuzla Canton, which is adopted by the Cantonal Assembly in March 2018.

One of the main actions of the Strategy is establishment of Centers for Development of Inclusive Practices (CDIPs)  in Tuzla Canton, which aims to standardize and improve the support to children with disabilities and their families, by changing the current medical approach to disability to comprehensive and contemporary bio-psycho-social model of inclusion.

The Ministry of Education in Tuzla Canton identified 2 most optimum locations for establishment of first CDIPs (out of the planned 6 by the Strategy) in municipalities Gradačac (Elementary school Mehmed beg Kapetanović Ljubušak) and Banovići (Elementary school Banovići). Reconstruction and adaptation needs assessment was conducted in September 2017 and updated in June 2018 (Annex I). Further, concept/schematic design project was developed (Annex II).

In order to assess the capacities of the allocated premises, it is needed to undergo the development of the conceptual design of the CDIPs, which is the subject of this Terms of References (ToR). 

To support implementation of the above mentioned Action plan of the Cantonal Strategy, the project: Inclusive4All- Inclusive education for all children in Bosnia and Herzegovina, code: AID 011522, funded by the Italian Agency for cooperation and development (AICS), started on 1st of May 2018. The project aims to enable children with disabilities to develop their potentials, and fully enjoy their right to education and social inclusion.


The purpose of this assignment is to produce investment-technical project documentation for establishment of the CDIPs in Srnice, Gradačac (Elementary school Mehmed beg Kapetanović Ljubušak) and Banovići (Elementary school Banovići), in line with the initial reconstruction and adaptation needs assessment in the Annex 1 of this ToR and the concept/schematic design project in the Annex II of this ToR.

Timeframe and methodology

In order to complete the above specified task, the consultant firm will be engaged from July 18 to August 6 2018.

Qualifications and Specialized Knowledge/Experience Required 

Consultant firm engaged for the performing the task should possess following expertise and skills as a minimum:

  • Extensive experience in development of investment-technical project documentation, with minimum 5 similar engagements and with at least 3 references provided;
  • Previous experience in accommodation of premises for people/children with disabilities and universal design is an asset;
  • Qualifications for conduction of the specified task and eligibility to provide signed and stamped documentation.

Formal Expression of Interest for Consultancy

The interested consultant firm should develop and submit the financial proposal to respond to above mentioned specific tasks. The proposal should include:

1.            Financial offer (Excel Form SC-PR-10) which includes consultancy fee per day and number of days needed to complete the assignment with estimation of travel costs (in total one field work day) and filled Proposal format;

2.            Confirmation of the availability for the proposed dates and work dynamics;

3.            Curriculum Vitae of the lead experts (CV) in SCI template;

4.            List of designated consultant firms/consultants and staff for each part of the investment-development project documentation as specified under the section 4;

5.            The concept proposal for conduction of services.
